Clermont Gignac was Deputy Minister of three major ministries in Quebec, the most noteworthy being the Ministry of Transportation. He then became Vice President of Bombardier Transportation for North America; he established an integrated project management system and was in charge of fulfilling the design, manufacturing and commissioning stages totalling more than $5 billion, namely the New York City and Mexico City subways. From 2005 to 2013, reporting to the Minister of Health, he was the Executive Director responsible for the simultaneous implementation of major high-tech medical technology projects for the  modernization of  Montreal's University Hospital Centres, a $7,0 billion program implemented under three public-private partnership agreements , a first for the Quebec public sector, and a fourth as a turnkey. He has been playing a paramount role in the realization of those complex world-class construction projects.
