About Me


Dr. Qian is a top government scientist and technical authority at the Canadian Space Agency (CSA) with 30 years experience. He provides leadership to Canadian industry and academia in the development of space technologies and space missions. He holds 35 patents worldwide in the area of innovative space technologies developed in Canadian government laboratories. These technology solutions have helped overcome the challenges encountered in developing Canadian space missions and lower the cost of the space missions. Dr. Qian invented innovative onboard near lossless data compression technology and has solved the problem of transmitting huge volume of satellite data to ground. He is a pioneer in enhancing satellite performance using signal post-processing approaches. His inventions have enhanced satellite performance without redesign of the hardware system. Together with the ISO Technical Committee members from NASA and other national space agencies, he has developed 3 international standards for spacecraft data systems. These standards have benefited over 50 space missions to date. He is the sole author/editor of four widely-used books on satellite system design and signal processing and co-authored chapters in five other books. He published over 120 scientific papers. Dr. Qian is a fellow of the Canadian Academy of Engineering (CAE) and a fellow of the International Society of Optics and Photonics Engineering (SPIE). The Governor General of Canada presented him the prestigious Canadian national award "Public Service Awards of Excellence" in the category of Scientific Contribution in 2016. He received IEEE Canada Outstanding Engineer Award and Silver Medal in 2019. He received the Canadian Government Invention Award. He received Marie Curie Award issued by the European Union.
