Professional Biography


Upon graduation from LaSalle University in 1975 with a degree in Sociology, Mr. Garnham began his career in Law Enforcement, entering the Philadelphia Police Academy in July, 1977. In 1986, he returned to school, obtaining a certificate in Drug & Alcohol Counseling from Community College of Philadelphia. A transfer in 1995 brought him to the Police Employee Assistance Unit where he was able to apply the interview and counseling skills he had learned. He received additional training in handling Critical Incidents and worked with numerous officers and family members in instances of trauma. While assigned to the EAP, he attended and graduated from Temple University with a Masters Degree in Psychoeducational Processes and obtained his Certified Employee Assistance Professional credential in 1997.

After serving for four years as a counselor in the Police EAP, he retired in 1999 and went to work for the United States Postal Service where he was the Joint Labor/Management Committee Employee Assistance Program Clinical Supervisor for the Philadelphia Performance Cluster. He left the Postal Service in 2005 and spent a year as Senior Manager for Human Services with Curo Aeger, a regional, external EAP. In December 2006, he accepted a position as an EAP counselor with Amtrak, retiring in January 2016. He currently owns Comprehensive Workplace Training – Garnham LLC and is a consultant and trainer. In addition, he conducts evaluations for violation of 49 CFR Part 40, D.O.T Alcohol and Drug Testing Regulations.

He holds a certification in Pennsylvania as a Certified Alcohol and Drug Counselor, Master Addiction Counselor, Certified Trauma Responder, Licensed Employee Assistance Professional, Labor Assistance Professional – Certified, and is a qualified SAP and SAE. He was an adjunct faculty member in the Psychology and Human Services programs at Camden County College, Blackwood, NJ and at Alvernia College in Philadelphia, PA. He retains memberships in the International Critical Incident Stress Foundation, Association of Traumatic Stress Specialists, American Acadeny of Expperts is Traumatic Stress, Employee Assistance Professionals Association, Labor Assistance Professionals, Camden County College Chapter - United Adjunct Faculty of New Jersey - Local 2222 (ret), and the Fraternal Order of Police, Lodge #5 (ret).
