Professional Biography


Dr. Pino has over 30 years of experience in the clinical psychology/mental health field, including considerable practice in the forensic arena. Comprehensive knowledge and experience in applied professional psychology/mental health/addiction, and extensive work in clinical management, supervision, and direct service delivery in a variety of settings, to clinically, ethnically, culturally, and linguistically diverse populations.

He earned his undergraduate degree (B.S. in Psychology) from St. Joseph's University, his M.S. in Clinical Psychology from Hahnemann Medical College & Hospital, and his Psy.D. (Doctor of Psychology) from Hahnemann University (now part of Drexel University), all in Philadelphia, PA. USA. Concurrent with his academic training he had clinical internships at a large inner-city outpatient community mental health center, child and adult units, and in its Education & Consultation Division, and was senior clinical intern at Montgomery County Emergency Service Hospital, a crisis-oriented psychiatric hospital.

Through the years he has attended and participated in a voluminous number of continued-education training programs, some leading to certifications, such as sexual assault counseling, substance abuse treatment/client placement criteria, child custody mediation, etc.

His professional career includes working as psychotherapist, psychometrician, and psychologist. He functioned as Forensic Psychologist for a private M.H. agency's Forensic Division providing services to a county prison and commissioner; served as Court Psychologist at the Philadelphia Family Court Division; worked as a Consulting Clinical Psychologist for a private psychiatric hospital, a mental health agency providing outpatient assessment and treatment services in the area of sexual abuse, and performed as a Mental Health Forensic Consultant in an independent practice. He worked as Clinical Care Manager and Compliance and Credentialing Analyst at the regulatory agency of the city of Philadelphia's Department of Behavioral Health. He was Clinical Director and Sr. Clinical Director of an outpatient psychiatric clinic serving children, adults, seniors, and families - he managed the design and delivery of clinical services, provided training, and supervised a large number of psychotherapists.

For the last several years Dr. Pino has participated as member of the Global Clinical Practice Network (GCPN) of the World Health Organization (WHO) in the Internet-Based Field Studies for the WHO's International Classification of Disease, Eleventh Revision (ICD-11) Mental and Behavioral Disorders. He is member of the American Psychological Association.

He now is member of the American Academy of Experts in Traumatic Stress and the National Center for Crisis Management in which he is listed in its International Deployment Directory, as he has been member of the Philadelphia Medical Reserve Corps (MRC) through the State Emergency Registry of Volunteers in Pennsylvania (SERVPA), volunteer emergency response/deployment. He is also listed in the International Registry of Expert Witnesses of the National Center for Crisis Management and the American Academy of Experts in Traumatic Stress. His clinical work at present centers on psychosocial evaluations for immigration proceedings. He offers independent local and distance professional services (telemental health - tmh.)
