Elmira Downtown is proud to manage the Downtown Business Improvement District (BID). Our goal is to provide the downtown business area with the resources to develop a strong marketing campaign, increase public awareness of downtown Elmira, and beautification projects in partnerships with the city of Elmira. REDEC/RRC is the Southern Tier region’s primary revolving loan fund, providing financial and technical assistance for start-up and expanding businesses located in Chemung, Schuyler and Steuben Counties. In addition, two or our programs are available in Tioga County, NY as well.

As a private, not-for-profit organization, STEG fosters prosperity and vitality in Chemung County through the planning, promotion and implementation of economic development programs. Our board of directors has over 65 members, over 75 percent are private business people working side-by-side with chief elected officials and education and community leaders to create and retain jobs, thereby sustaining a strong economy.
