During the 2017 Legislative Session, NDCC 40-16-03.18 was passed which requires city auditors starting their position after January 1, 2018, to attend training based on a curriculum set out by the ND League of Cities. The training must be completed within one year of assuming office. This training applies to new city auditors but is available to any elected or appointed municipal official.The Auditors Certification Program contains six courses:Course 1, The Basics, is designed to go over the essential skills needed for the city auditor's position. The lessons include training in accounting, financial reporting, internal controls, laws, and meeting procedures.Course 2, Taxes & Budgeting, touches on the processes for property tax calculations, project management, and budgeting.Course 3, Meetings & Records, explains and outlines the laws and procedures for open meetings and records and the requirements for records retention.Course 4, Human Resources, provides basic information on the laws and policies that affect employment and the payroll process.Course 5, Communication, reviews key points and importance of communication not only written and oral but also electronic.Course 6, Audits, covers what to expect and preparations. Each course contains a final test which requires a 75% passing grade. The course can be completed at your own pace but need to be completed within the one-year deadline. The information and resources in each completed course remain accessible to the learner for any future needs.The program curriculum in offered in the web-based application Lessonly. The fee is $180 for all six training courses or $30 per course. You must complete all six courses to receive the certification.
